let us set up a few team death matches with just 2 on 2 or 3 on 3 matches. any number of players. A lobby system for private matches available to public players would be nice also. And Leaderboards for Lifetime, Monthly, and Weekly top players; accessable ingame, be nice. A list of players in the last match to make it easier to make friends. Encourage people to play with a mic somehow. in fact let us be able to send player friend invites from the tab screen in game. A lobby for people to hang in in between games would help clans form; but they need a way to enter a match together.

help clans form? There are hundreds of clans/merc groups available for people to join with a minimal search of the forums. If someone is unable to find them, do you really want to drop with that person?

There are other reasons to do this other than what the OP listed. You could test bugs, to test game performance, weapons and configs, practice accuracy training, active tutorials, all without impacting or wasting other people's time. I am sure there are other examples I could come up with.
