Exactly. In modern English usage, the verb to troll describes a fishing technique of slowly dragging a lure or baited hook from a moving boat.

The 'monster under a bridge' meaning that people mistakenly use is just because it's spelled the same way, so if trawling had been used instead it would have avoided confusion.

You are indeed right.
