Yeah, tell that to the Legions of Vega, or even the Arkab Legions

The Legions of Vega are soldiers that have been given the chance to redeem themselves through combat. The Arkab Legions serve the Combine as part of the treaty that region signed when they joined the Combine (Providing fightes in return for being allowed many cultural freedoms. There are many respected warriros in the Arkab Legions, they're hard fighters. They are not even required to wear the Draconis Combine crest, due to their partial autonomy.That is unprecedented in the Combine, and shos how much their abilities are respected. While there are some Officers in the DCMS that are biased against them due to their cultural differences, I can guarantee you that most top officers are glad to fight at their sides.

The Legion of Vega isn't related to where people are from, it's related to what they've done (or in some cases NOT done).It's a punishment service.
