I see that most of you didnt read the entire OP. And if you do read the second half of the paragraph you will see that there is a built in non-abuse system. The reported Flags and the reporter Flags would have corresponding thresholds on when actions needed to be taken and the decay rate of said flags would be set according to offence. And you can have the amount of flags carried by certain offences have different ratios.

Examples of actual use would be: ( using12 players in a match= 6 on either side.)

1- One player is abusive to all other players. 5+ players (5 being the number of other players on your team) report him as abusive. He now gets one red flag attached to his account that will decay in 3 days time. This player does this several times and gets 4-5 flags the first day. The next day he continues and gets 2 more flags. He has now passed the threshold of 6-7 flags and gets placed in the Red Room when the match making system goes to place him. If he was with a premade team the others on the team would be able to see that he was flagged and brought them with him into the Red Room. Now he could wait out of game not playing for the flags to decay ( self imposed temp ban ) or he could continue to play and possibly continue to get flags where it would keep him in the red room.

2- A player is playing the game and just decides he does not like another player so he reports him. The player he reported only gets reported by one person. Since the report was given and was not reported by 5 or more players. The reporter is given a Reporting red flag that decays in 5 days. that player does this several times in the 5 days time and passes the threshold given ( lets say this one is 15 ). He now gets placed in the same Red Room as all those he has tried to put into hell just out of spite.

3- 7 players report an abusive player. Those 7 players have passe the 5+ player mark and are now given a Pink Flag (just a ligher version of the red HAHAHA) this flag decays in 2 days. A player can have up to say 10 pink flags before they start getting awarded red flags for over using the system.

Now as stated before you would have to set the flags their decay and the threshold for each report. This would allow the developers and staff to just tweak number variables to get the system to how they want it to work. While having the community actually do most of the work. It is not a perfect system but it has a built in way to actually put ramifications in for those that do try to abuse it.

As for "unskilled player" Yes you should be able to flag people as so, but you can mess with the threshold and decays but in a backwards sort of way. Say someone gets a flag for being unskilled but that flag decays in 1 day and has a decently high threshold but the person that reports them gets a reporting flag that has a long decay and a lower threshold.

hmm back from vacation and not anymore comment on it since I expanded the ways it could be used. Guess its dead..... ohh well,,,, I hope at least there will be good moderators in game that don't just follow a script like every other game I have ever had a problem in.
