NARC = 4 tons minimum, 3 slots minimum for a total of 12 LRM launches.
Artemis = 1 ton, 1 slot per launcher.

You have to get into LOS to use both NARC and Artemis.
Light Mechs will carry Streaks, not NARC, because Streaks are overpowered.
Nobody will NARC for you in a PuG.
NARCing for yourself is inferior to Artemis for yourself based on the lock time reductions.
NARC takes a hardpoint.

Conclusion: Unless you're running an 8 man, NARC isn't even worth considering.
