no. these are mechs, not infantry. like the weaponry of armoed vehicular combat vehicles, there is not detonation delay as there is no worry about shrapnel when you're protected by steel.

From a canon standpoint, it's a great thing to have - gives Clan weapons that added edge (while still providing a disadvantage due to self-damage), and makes IS LRMs safer.
It's also feasible from a design perspective, considering that pretty much every modern FPS with grenade launchers includes a minimum priming distance. Making it applicable only to Inner Sphere LRM racks isn't that much of a stretch.
