Lets use cars instead of MWO weapons to explain the heat multiplier concept.
For the sake of this example lets say the garage where I park my cars is a mech. Lets also pretend that each car is a weapon that goes on my mech. And lets say that instead of heat that MWO weapons generate we use speed that the cars can accomplish.
I have three cars in my garage; a Maserati, a Supra, and a Yugo.
So I take my Maserati out intending to tear up the streets and outrun the cops. But whats this it goes no faster than my Yugo! Well what happened is that by the mere fact of me having a Yugo in my garage my Maserati will go no faster than the slowest car in my garage.
Kinda like a LRM 5 that generates the heat of a LRM 20 just because they are fired at the same time.

You seem to be completely misunderstanding how the heat penalty works. An LRM 5 DOES NOT generate the same amount of heat as an LRM 20, just the same penalty. Using your example, The yugo would get the same ticket for speeding as the Masarati, but the Masarati would still outrun the cops, fly off the road, and kill the driver in a huge fireball, whilst the yugo would simply burst into flames and kill the driver upon ignition.
