I thought the images i was seeing of the mechs were all concept art and the video released a few years back was the in game stuff but is this actually a change of art style for in game as well?
Have I missed any discussion on that?

If you are refering to the Blog videos that look cell shaded those were the concept animations they made to get an idea of what they wanted to do with the MW trailer from 09. Those two 'cell shaded' videos are their improvments to make the trailer.

"Cel," as in "animation cel," is three letters, not four. It has nothing to do with any kind of cells, so far as I know. Also, cel shading is use of plain shades with no textures for a look more like the Simpsons, not a graphic novel or other hand-drawn medium with visible pencil lines.
Concept art is concept art, and its existence does not indicate that the game's or movie's final look will emulate a graphic novel. That's why Borderlands' visual style is called "concept art-style."
I love the texture style in Borderlands but am not sure it's what I'd want for a Mechwarrior game. A Mechwarrior movie, on the other hand... well, the recently released pre-vis video made me start thinking that a Mechwarrior movie could plausibly be incredibly awesome if they got Quentin Tarantino on board to make something like Sin City, except animated rather than live action; something about the simplistic translating, popping and morphing feels like a better emulation of a graphic novel than more realistic movement, as does the simplistic way the Autocannon were animated while the rest of the scene was static. I think such an approach would be the best fit for the Battletech universe as originally conceived way back when; tell the stories of a few characters in vastly different circumstances to paint a picture of what the Inner Sphere is like, you know? Its feudal dystopia is very similar to Sin City, now that I think of it.

I would love the HD Bluray HDMI HDD *** BBQ graphics that are standard in retail games as much as the last guy, but because it's a F2P model (which I am in favor of) the cel shading technique will allow them to crank out more mechs and maps faster. Also due to the smaller Dev team, I would rather go with Borderlands art than outdated models.
As a final thought, you're only most likely to get the full glory of HD graphics when you're either looking through a zoom recticle, or a Hunchback is about to AC/20 your cockpit.

The videos shown in the dev blog are called animatics. They are pre-visualization videos and are essentially video concept art. They help guide the final production. The game is NOT cell shaded!
