If you don't want to shell out $$$ for photo-/paintshop, try out gimp. Most photoshop tutorials can be used for gimp too, just some tools work a bit different. There's even gimpshop, a project that made a gimp version with an interface like photoshop.

Signature sizes are fine as they are, otherwise the clarity of the forum suffers.
I've always had the opinion: If my post is shorter than my signature, I didn't think hard enough before posting.

Here you can make multilayers. Start with a nice picture or even a blank.
Then you can open next layer as a picture. To get it nice you need to open a png transparent.
So... when you done the picture upload it to this program:

Here you can tweak the txt you want, fonts, (a lot of fonts), colours, outline, shadow...you name it.
When you finish, save it as a jpg (most forums let you have a jpg sig)
Then you upload to i.e. imageshack.
Done.
