Ran some numbers. It's got to be clan. Won't fit in an I.S. design unless you reduce speed to 2/3 and have no armor.
Clan tech the best you'd be able to work with that weaponry is 100tons, XL300 engine and Endo steel giving you 3 free criticals, 17.5 tons armor, 12 total double heat sinks (it'll run hot) with 2 tons UAc ammo, 3 tons Gauss ammo and 3 tons LRM ammo.
