No one knows if they (PGI) invite any non-founder members at the moment or after August 7.

They do invite non-founders, this is fact as people have already gotten invites. However, that being said, it's normal closed-beta and luck of the draw. You could get in, you could not. Good luck though!

The last 13 waves were founders-only.

as of right now, i do not believe they are adding in any new beta testers, other than new founders pack purchasers. they may start sending out invites to non-founders in the next 10 days, or they may hold off and send us all keys when open beta begins. depends on how much more load they need to verify the hardware is up to the job. if they are comfortable with what they are getting now, they likely will hold off until open beta, when anyone who wants in will get in.

If its helpful I was a non-founder and got in about 20 days ago after a month and a half. I decided to become a founder afterwards since I like what PGI is doing.

Rumor has it that they are still inviting non founders.
Nothing official has been said about it so dont take my word for it.

Some people here has been signed up since Closed Beta invites started and not gotten in
Others have gotten in within a few days of signing up.
Its totally random.

So in short you could get invite tomorrow, or you could end up having to wait until Open Beta (which is essentially the same as release).

The game may go into open beta some time in the near future. At that point, any one can join in for free.

Got in myself by getting a beta key from the ten ton hammer website, a few places were authorized to give the keys out but that one worked for me and my friends.
