I think that using the K2 as your example case ignores one important part: Secondary weapons.
If you have the tonnage to mount additional weapons or when your Mech has just one gauss (dragon centurion), you can fire all your weapons at the same time as your main gun(s). That's definitely another advantage for Gauss Rifles and low heat weapons in general. Because of this, I think the current balance is more lopsided than you think.
But on the other hand that's also a point that speaks against sweaping changes, because increasing heat dissipation over the board also enables me to fire more/better secondary weapons in addition to my Gauss Rifle.

Considering the point is that the complexity of the situation lends itself to no simple solution, that fact seems to reinforce that point. It is a very sticky situation. My goal was to as accurately as possible give an overview of the situation, so that we may have more informed positions.
The exact example for K2s I gave was based on that is the prevalent example in the arguments right now, in fact many call it the "gauss kitty argument"
