I'm a mobile app developer and might consider something like this. I've also been toying with the idea of making an app that allows you to build your mech on your phone, similar to the MWO Mech Bay app.

What you say is true for Windows Phone development, $99 a year (I haven't seen any discount for Windows 8 release yet).
As for the API, I don't know the best way to provide the DB access to the public, but they wouldn't need to fully expose their main "whatever" DB to the public. They could simply make a DB separate and specifically for exposing API's for whatever they choose. It'd be easy to do by creating a SQL (or other DB program) job that copies over the tables that save the info they want to expose.

That would be accessible only for registered and active mwo users, so no worries about spam. Web api would be great.

Server Status and Patch (or NO-Patch
) notes would be nice too (perhaps RSS).

I'd be content with mobile forum support.... As much as I agree that MWO could benefit from mobile support apps, I more agree with that PGI should concentrate 100% on the core game.
