How is cargo handled and what is its purpose? I've looked through total warfare before and never found anything on it

Cargo? What cargo... or do you mean ammunition?

Total War does include the rules regarding cargo carriers and lifting (p. 261-ish.) Tactical Operations expands it in other ways.

As to what purpose it serves... well, that varies.

You could use the rules for extended campaigns or guidelines for how big a club your mech can carry, etc. Or even if you can carry a vehicle or other device (in a roleplay situation, for example.)
But for the most part, cargo is used in some scenario objectives (i.e. smash and grab) where certain equipment must be stolen or transported.

Some 'Mechs starting in TRO 3085 and onwards carry at least one ton of Cargo/Liquid Storage. This is reaction mass (essentially fuel for the Jump Jets) for use in low-G or zero-G environments.

EDIT: There are also 'Mechs now with Lift Hoists for carrying things, especially 'Mech-handheld weapons not currently in a 'Mech's hand.

I think I've seen what he's talking about. Those annoying little vehicles that are always under foot - tanks, I think they're called - sometimes they're infested with infantry. I think thats this 'cargo' thing.
