This system sounds like the same thing used in Battleteh 3025 and if that is the case..... YOU WIN
This is basically the same system that alot of games are using now, and i really really hope you guys are using it or and improved version of it. Multi cluster star map, can attack the adjacent cluster and move into the enemies home territories/home system.

is it just me or does the map of the IS remind you of the map of Germany.....?
