We live in grand times, the inheritors of the grandest experiment in self-determination seen since mankind first set his first tentative steps among the stars. We are benefactors of the largest republic ever seen in the Inner Sphere, the only nation where the common man has a say in who shall rule him, where the reign of the head of state comes with an expiration date and is not an office handed down by birth, but by merit. But our government is no old institution.
Once our nation was brought low and occupied, held in bond by the militant ambition of the so-called 'Great Houses'. Our cries were ignored by those who called themselves great and honorable: The Houses of Steiner and Davion, Liao and Marik. Worst of all, the House of Cameron, the self-proclaimed leading light of the hallowed Star League ignored our desire to represent our own people.
And yet we endured. For centuries, we chaffed at the yoke of Kurita, denied our autonomy, dreaming of our freedom. Suffering through the hope provided by our false friends in House Steiner, they promised us our freedom but delivered us from bondage to the dragon into slavery for the iron fist. But finally, we found our freedom, our chains smashed by the very people who sought to enslave us.
No sooner was our bond broken, our freedom attained, than it came under threat by petty warlords, fearful of their destiny and ours. Our nation was very nearly still-born, but for the courageous efforts of our KungsArmen, elements of our allies in the Draconis Combine and Lyran Commonwealth, and a few honorable mercenaries.
Of these mortal threats, passed into living history, I have told you. But there exists a third. This one resides among us and has already begun to rot away the core of our beloved Republic.
It is no secret that even now, the KungsArmen is in no shape to stand alone to defend our Republic from any possible aggression from our one-time enemies and one-time friends, from any threat to be found in or beyond the Periphery. Mercenary commands are spread throughout the Republic, aiding the KungsArmen in their duty, destroying pirates, defending from bandits, and even hunting down those few ronin to escape the wrath of their former masters.
Despite this, there are those who seek to sow division, to weaken the Republic, and destroy military discipline among the KungsArmen, the militia, and mercenary commands loyal to the promise of the Free Rasalhague Republic. I do not pretend to know what end to which these traitors play, whether their masters are within Loki or the ISF or some other organization altogether.
They claim to be patriots. They may even believe that they are patriots. Like the samurai, Lyrans, and ronin before them, they fear our future, our destiny. And they will do what they can to destroy it, to enslave our Republic once more to their insecurities.
Ominous clouds lay on the horizon and a chill wind blows. A house divided cannot stand. Should we give into the fear that our enemies want us to hold in our hearts, the Republic will be no more. But United, we shall endure the coming storm, and uphold the promise that government of the people, by the people, and for the people shall not perish from the Inner Sphere. United, we shall fulfill our destiny!
Our destiny awaits. Who shall stand with me?

You know, I really don't think there would be enough relative difference between a shotgun and a Gauss rifle or a bow and a Gauss rifle for it to make much of a difference.

Another thing you could try would be aero space fighters with solar sail cutting an capturing equipment. If you strand the jump ships you halt the invasion not only that you could also hold the sails hostage. Hell you could even try an spin on the old trojan horse trick. Make a token defense, surrender and then surprise the garrison forces with traps, night raids and such once the main invasion force has moved on. My point is that with the military forces you can now mobilize you should expect at least several defeats during an invasion by a numerically superior force and plan accordingly. Let them take planets, but make holding them a nightmare.
