OK, this how I've reworked my idea. The first is an all-the-bells-and-whistles model. It has max armor and enough speed to let it get in close enough to the enemy to neutralize their ECM with ECM and TAG, and the ranged firepower to engage them within that envelope:

Building this one will take a lot of C-Bill grinding or winning the Capellan Lottery I keep getting those HPG's about.

The second is a no-frills, low-cost grunt. It utilizes no advanced tech, and is best suited for an escort, fast enough to stay close to a high-value heavy and still maneuver intercept enemy lights or give an enemy heavy something else to worry about . On its own its comparatively low speed and short-range weapons leave it vulnerable to faster lights:

I may take another look at the other Cicada chassis and see what inspires me... Thanks again to everyone who answered the noob!

The 3M already comes with a 320XL and DHS. All you need to buy are the ECM, Endo, FF and your energy weapons of choice. Call it 2 million c-bills, tops, to optimize it unless you are upgrading to a 340XL or downgrading to fit a larger arsenal (in which case, try to steal one from another mech like an Ilya, Pretty Baby or an Atlas-K).

True enough but everything I WANTWANTWANT need makes this a real gold-plater for a light medium. I could compromise I suppose, but if I was into compromise, would I be buying a giant robot to crush my foolish enemies?

Try this...: I have had one game with atleast 900 damage in this mech.
Cant remember what cicada it was (the one with 1 energy and 1 ballistic?).
Anyway, it had an erppc and an ac5. Pretty fun thing. Only downside is you have to sacrifice a but of speed to do this... It goes 85 or so kph. The ac has 3 or 4 tons of ammo, combine the ballistc quirck with an ac5 cooldown module and you have a fastfiring ac. This needs an xl engine.

I also have had a cicada 3m (6 energy?), with 4 medium lasers and 2 small lasers. Put the small lasers in the center torso. Cant say if this was with a standard engine. I think it was...

Both use endosteel and double heatsinks. You could try ferrofibrous armor... Max armour. Though the ac5 one has reduced arm armor I think.

Have fun.
