very low fps on a ok pc

I'm trying to get mwo to work on my friends pc but can seem to get a playable framerate on it. Its getting 8-10 fps when playing and 28-46 fps when spectating :\ . Getting 60 fsp in mechlab. All settings on low , vsync off , aa off 1280 by 720 res. This is a fresh win 7 64 install with up to date drivers and updates and no other games installed atm. SPECS =
AMD Phenom™ 9500 Quad-Core Processor (4 CPUs), ~2.2GHz
Memory: 4096MB RAM
Available OS Memory: 4096MB RAM
Card name: NVIDIA GeForce 9800 GX2
Manufacturer: NVIDIA
Display Memory: 2287 MB
Dedicated Memory: 495 MB
Shared Memory: 1791 MB
Current Mode: 1366 x 768 (32 bit) (60Hz)

UPDATE: cpu usage in game 81% 8 fps. in mechlab 18% 60 fps. gpu 1, 4% gpu 2, 98 % in mechlab 60fps. in game gpu 1, 2% gpu 2, 20% 8 fps.
so why when in game does it not use the gpu's only cpu. I this a bug or is this something going on with the pc.

side note after some testing on my own pc i see the same thing going on but not to the same extent, as mine splits it more 50-50.

Try higher settings like Medium or so. For some people, low settings actually give worse performance than higher settings.

After the last patch I have noticed that my FPS dropped about 10 FPS on 2 systems. AMD 965 BE OC@3.8, 4 gigs and a gtx280. The other is running a q6700 at 3.2. Getting about 20-30 in combat now. I have also tested a 8800GTX and an 8800gt and that was playable on medium settings.

Can the processor be overclocked/upgraded?
Have you checked GPU utilization in game?
What about GPU heat?

Sounds like a CPU limitation to me. Check GPU Utilization in game with evga precision if you have not already. If GPU utilization is not 90%+ its could be CPU limited.(i was seeing 95%+ usage on 8800gt and 800gtx cards)

I also noticed med ran better than low on low end computers when I was upgrading friends systems with quads. That was before the cry engine update though, have not checked lately. Back then I tried lowering my q6700 to below stock speeds(2.66 stock) and did not see much of a performance impact... though, that was before the cry engine update and this latest patch.

First thanks to you good fellows who have tried to help me and my friend with this issue.
Now on to what i wish i had not done, as in fry 2 cpus testing this fail at coding = amd phenom 9850 x4 and a amd athalon 64 x2 4000+ . This software is using 98 to 100% cpu even with a good video card and as a result of this myself and a friend now have 2 less cpus to play around with. MY FAULT for not looking into cpu use sooner. Once they fix the engine to use cpu and video cards properly we may be back but im not risking anymore on a f2p game.

An Athlon x2 4000+ is below the minimum specs for MWO. I would guess trying to run any configuration with that CPU would net you unplayable performance.

I get that the 4000+ was under spec but the funny part was it got 13 fps in game paired with a gforce 520gt, and the phenom 9500 only gets 8 fps on a better video card to boot. I even see 50%+ cpu usage on my hex core cpu on mwo and no other game including crisis 2 pushes it that hard.

same here, computer ok, stilllow fps, nothing works, there were no problem in closed beta

One suggestion as well... see the OP is runnin an Nvidia based GPU...

Not sure but know the newer drivers include Ambient Occlusion support for MW:O... go to your Nvidia Control Panel and make sure Ambient Occlusion (if you have the option) is set to OFF...

The support for it is there from Nvidia, but the game itself has a problem when it's set to ON... solved a lot of players FPS issues not to long back...

It sounds like it is not using the GPU. This fix is for mobile nVIDIA cards, but it might be worth a look for your friend's situation:

From what I see you're running 2x 9800GTs? If so disable crossfire, it's not supported yet.
