When it's your head on the chopping block, it seems to clarify the design, and improve the quality.We dont' put up with garbage on the front lines, and our leaders support us through making sure that scientists and engineers that put things like family or personal health ahead of making good fighting tools don't last long.
That's why we can be happy in our position here in the Combine...we all know our place and we all work towards the same goal, and if you step out of place you're dead.

Sure, their poorly skilled warriors can survive better in the biggest units, often more like turrets than vehicles or mechs, but they simply don't know anything other tha n"big metal".
Quite honestly, I think their military leaders that do understand maneuver, and the value of lighter units simply don't get promoted, and so their most self serving commanders end up propogating the bigger is better system.
The Schrek isn't a bad unit for what it is, a support tank with the firepower of an Awesome at a much lower price, but Steiner commanders put them in front of their hovertank units because they're bigger...As the Schrek isn't well armored, it dies quickly, and gains a poor reputation.
It's actually not the engineers or factories that are a problem in the Commonwealth side of the FedCom, it's the entrenched, unflexible commanders.
Not our problem though

Right, but this philosophy also leads to a lack of inovation, if you fear for head you will always make the safer choice.

And my point about the Shrek - they're hard to maintain in Stiener space if you've got to get a replacement part that's only made in Capellan space. So, yes, the damn fools put their assault tanks in the front, they get damaged, and either the tech jury rigs a repair, or the parts are canabalized from anther Shrek. We have a much better system, of course. NSM is a publically traded corporation, but with strict regulations towards what they can build and who they can sell it to, and all the parts are manufactured either by NSM or by a company in DC space. If their design fails on the battlefield, it is a failure of the engineers, or the management, and the Ministry of Armories makes sure the guilty party is punished. Such is the price of failure in the Draconis Combine - the message then is simple - do not fail. Our Shreks are commanded by DCMS officers who understand the concept of support fire, and their techs are supplied by NSM with all the spare parts they need. This was freshman economics at Procerpina U - day one, our professior, Professor Hideto Miyajima, the first thing he said "The three most important elements of victory are logistics, logistics, logistics."
No mechwarrior, no matter how skilled or brave, can succeed in battle if his mech does not function. Again, the order of the Draconis Combine succeeds over the greed and chaos of the other Houses.

Spelling points aside, maybe Aldis's problem comes because of their slavish devotion to tracked vehicles, not anything to do with supposed "Draconian superiority". The entire rest of the IS is using mixed locomotion platforms, and Aldis seem heartbreakingly devoted to making glorified tractors that are barely faster than emplacements. Until 3030, they didn't make a tank under 80 or faster than 54kph. Then, we got told they were bringing out a lighter follow up to the Demolisher, the Zhukov. Was it something that could carry the punch of the Demolisher's ChemJet 185s around faster? No, they just shrunk the barrel sizes and called it a day.
What Aldis really need to do to break out of this funk is something that isn't a near-stationary target. Build us a wheeled tank, or (dare I say it) a hovertank. Sure, they'll be limited in weight, but they'll be able to move around a bit faster.
