Worth a try.
What I hate to see is them nailing down the coffin on DHS and heat and we never ever got a chance to test it.
Much less weigh in on if it was broken or not.
Why won't they just plain balance heat?

Certainly a hell of a lot better than what they are putting in the patch tomorrow (pardon my French). I'm definitely down with something like this.

Lol, now see what you did? You gave us a poll option with true DHS as an option... that might be best to exclude, if you want real feedback about *alternatives* (since probably 33-50% of people will reply with that option... including me).
Now how about some instant-runoff style voting? Here is my preferred order of options:
1) True Double Heatsinks
2) OP's proposed solution
3) Current 'bugged' setup
.
.
.
.
.
4) Tomorrows patch [I *really* don't want this to be how it ends up]

Ok, so I was looking at another thread (you know who you are.) And had a moment of inspiration and compromise.
Problems:
Engine HS working as a SHS makes DHS not worth buying.
Total DHS = 1.4 makes DHS not worth buying. (1.4 HS for 3 crit slots is a waste.)
Total DHS breaks builds horribly, especially missiles and laser boats.
--------------------------------------------------
Solution: Apply
1.5 HS to the DHS in the engine and call it reduced efficiency for use in tighter spaces.. making the max you can currently get our of Engine HS.. about 21 HS efficiency with a 360 rated engine, as compared to a 28 HS rated max engine.. and the 250 rated engines get 15 HS eff. Smaller engines get less free slot engine HS, but a traded bigger boost due to their remaining heatsink requirements being actual DHS.
Then make any HSs outside the Engine into DHS.. so you get a happier medium between zomg laser/missile builds, and unusable PPC/ERPPCS.. a 3-critslots DHS worth only 40% more than a SHS is simply unworthy of use and expense.
Any other thoughts?

I had a similar idea since it is mostly assaults and heavies that would seemingly suffer from the current system and making them all double would not help that situation, but I will reserve my judgment of the current system till I see it.
edit: I r good at teh speling

Tomorrow will tell.
Much as I hate to say it I might be going dragon a lot soon. If the only weapons worth bringing to a fight are ballistic and missiles, best to have something that can carry both.

I think ultimately the 1.4 will become 1.5 or 1.6 and at that point there is a solid gain from DHS. At 1.5 it is just a little better than current on builds like a 4P hunchback and as currently implemented the DHS do make laser boating more feasible, though you do still need to watch your heat when bursting. At 1.6 they would be even better. Much beyond 1.6 and I think you start to enter heat neutral builds with energy weapons which is not very balanced.
The gauss has its own issues and should be balanced with longer cooldown's like 8 seconds.
LRM's will be dealt with by AMS and ECM once implemented.
SSRM's will be patch to home less on CT's.
At that point things will be looking a lot better in game and it seems that is the current trajectory, with 1.4 being the test bed for a future buff or two.
