I think we have failed to address a very important aspect that the current XP system is helping support. Economy. The game needs a way to remove Cbills from players in order to maintain there value. Buying mechs is a way for the game to do this. That is why it is tied to something like the XP system, to force you to spend Cbills.
So redesigning the XP system means not only redoing the XP system but coming up with a system for "bleeding out" Cbills from the game. Currently being connected you can not "fix" one without breaking the other.

Not true once so ever, considering how small the inventory of the game is (now and moving forward) players are and will amass large quantities of C Bills given that beyond repair costs, there isn't much to do with your C Bills after you find a load out that works.

I'm not so worried about that. There need to be some cbill economy tweaks anyway. Right now new players have a comparatively big grind before they get to the mechlab and xp systems. But veterans have masses of cbills fairly fast. Add to it the fact that rambo grinding is much faster than playing properly and the cbill economy needs some polish. So the fact that this system would probably require some cbill tweaks isn't a hge deal.
