The Speed Tweak tool tip says 'Increases top speed by 10%'. It just increased my Jenner top speed from 113.4 kph to 121.9 kph, or 7.50%. Either change the tool-tip to say 'Increases top speed by 7.5%' or change the bonus to 10%.

If a mistake as blatant as this was made, it's probably worth double checking the work of whoever put together the rest of the tool-tips and bonuses. Many of them aren't easily checked by players, so the burden is on the developers to make sure that the impact of certain skills is being honestly represented.
