So what is the difference between

Call me Mr. Obvious, but I'd say the one in the "Patch 1.0.134" section is for suggestions regarding issues specific to that patch and its changes, while the one that's simply "Suggestions" is for more general "anything" suggestions.

But that's only my guess, based on one of them being under "Patch Support and Feedback" while the other isn't under such a specific heading.
