Reduce Heat/Increase damage on Large Energy Weapons

This is made all the more appropriate with the intention to reduce DHS to 1.4x, even if there's plans to bring it back up. (In fact, some feel it was somewhat necessary even if it's 2.0x). Stock mechs like the Awesome (those with PPCs/ER PPCs) simply cannot function the way they were intended to, and this will shelf the mentioned weapons (as voiced out before). As such, I propose simple changes to heat/damage.

Probably has some flaws of its own, and might even be a bad idea (I have not thought much of it yet) but I'm prepared to take fire from it. These weapons already weigh a lot and range advantage just simply is not enough (especially for the LPL) reasons to trade those extra tonnage in.

I would focus more on reducing the heat levels then buffing damage of weapons. The main reason for the rationale is that stock configurations (like the trial mechs) main problem is that their energy weapons can produce much more heat then they were designed for. But generally, the idea isn't bad. Though actually, if you were to try to balance these weapons against the low heat ballistics they compete with, your reductions would probably need to be even more significant.

if we use the current stats in MW:O, we get this chart if we analyze much tonnage is required to one run a weapon with ammo for 3 minutes and enough heat sinks to compensate the heat they produce. (It's not the only possible benchmark, and it may be artifical for some - you don't actually need to build a heat neutral mech, after all, such a build usually sacrifices too much firepower for an endurance he'll never need. But on the other hand, you also don't just install a single weapon either - and once you start adding them, you will need, per weapon, get closer to the heat neutral stats. I used two different ways to determine a weapons damage - one using the average DPS, and the other also account for the "single shot" advantage by adding it with a weight of 1/11th to the average DPS)
