If you have a dual core you are most likely CPU limited. If you have a quad core you are most likely GPU limited. This is, of course, assuming you have at least 3 Gigs of ram installed on a 32-bit windows install, or at least 4GB on a 64-bit install.
Turn down or off everything you can in the advanced options.
Make sure you don't have anything unnecessary running in the background before you start up MWO.

I have a DualCore Intel 2.13 Ghz with 8 Gigs of RAM and a Nvidia GTX 460 and my bottleneck right now is the CPU which i'm going to upgrade.
Edit: I'm running on low settings and on the Forestlevel I have around 6-12 FPS which is totally unplayable. River City and Frozen City is playable with around 15-20 fps at best.

This is not my USEr.cfg but it's the one that give me the best results all credits too Blade for the cvar work around and credits to Colonel Pada for it's user.cfg

Just a tip - if anyone is planning on upgrading do not use 32bit Windows, of any kind.
You will run into memory problems as the total RAM usable by a 32bit Win OS is ~4GB which includes video card memory.
Upgrade to 64bit as soon as you can.

This really needs to be part of the system requirements. The 4 GB Limit on 32 bit XP is a killer.
