So with engine heatsinks becoming DHS tomorrow. Does that mean a 225 engine could be ran without 1 extra external heatsink if you have the double heat sink upgrade? Thanks.

No. All mechs must have a minimum of 10 heat sinks somewhere installed. It doesn't matter if they are double or singles, in the engine or taking up crit slot.
It is important to note that is always subject to change as PGI has differed away from table top rules in cases where things needed to be rebalanced. So it is possible this could change in the future.
