Yea, I bet that adding additional language support is not going to be a priority until after Community Warfare is out and things are really stable. You could gather together and try to put together a translation of the User Interface for PGI and send it to them.
There is also the International Russian Forum here too.
I would love to see an Esperanto translation of the UI.
