Cicada 2A
Standard Engine 100
LT: 2x ER PPC, 3SHS
RT: 2x ER PPC, 3SHS
As long as people ignore you, you can poke them from far away. It shuts down on every alpha. Forget about chain firing, ER PPC cycle faster than the heat dissipates. Oh, did I mention there's barely armor on this thing?
On caustic, I only managed 5 or 6 alphas before the game ends, though. Usually, either I die or we win/loose before I can fire more.
Haven't tried DHS yet, there's enough room, but it's probably not worth it.

Erm... well... "it depends". Most people don't expect you to be able to hand out 40 dmg punches across half the map. Then again, you're a sitting duck most of the time, waiting for cooldown. It certainly isn't competetive (a build with -2 ER PPC +more HS is better).

CDA-2A
Std 100 engine
4x AC/2
I think I had about 3-4 tons of ammo and no arm armor
Possibly a few heatsinks
Waddle (38kph) along behind your LRM boat and park next to them on a hill
Chainfire at anything which comes in direct sight, adding to your LRM boat damage. ( I'd ignore lights though, unless they are face on). I can only imagine all the plinking of the cockpit of the target, it's basically a very large machine gun turret, tower defense for MWO.
I got a few kills and lol'ed

I once encountered a Cicada like that. Once I saw him, his lifeespan was as shorter than you could say lol, but man was that quad AC/2 sound horrifying, like standing next to a firing WW2 AA battery.

Been there, done that. 4 ERLL is pretty heat intensive still, 3 ERLL is much more manageable.

How about drop from 4 ERPPCs to 2 PPCs and up the speed? I know it's not as "Fun" as your original =D, but it's more practical, yes?
