maybe just for the sake of ballance just forget about this ? or just make the connectors and software required an upgrade on IS for cbills

It should probably use a combined approach.

The economy side: Even in CBT, the clan equipment is more expensive.

The game play side: Statistically the clan equipment is about 20% better which based on CBT map game. The biggest pain to balance was usually the better range and speed allowing clan tech to both do damage at range and keep at distance. Various MW versions translates into about a 50% overall ratio balance give or take. Simpliest way it to make the clan stuff count for more during drops so there's usually smaller chassis or fewer of them. There's also oppurtunity to make the IS chassis actually better in a few areas...the coordination hardware is one...perhaps best represented by the C3 computer. It's an area the clan due to their one-on-one mentality wouldn't have developed all that much. Not sure how to use in game...perhap more enduring locks on team mate contact reports---probably other ideas well as.

It's kinda a plotpoint that they can't. It's not untill Operation Bulldog that the IS is starting to field mixed tech designs. Most notably the first generation IS Omni's have configs with Clan tech:

AV1-OR
Sunder Alt. Config. R

Besides, it would make matchmaking against other IS players even more unbalanced.

it could very well be, that the clan mechs will be pretty fragile, also map designs right now dont really favor long range battlesituations, or give you options for avoiding them.
They could end up like the germans in wot at the beginning, being forced into close combat while being made for long range battles.

but i sure hope the nerf bat wont be swung that hard and we will have 8 IS mechs vs 4-5 clan mechs.

Depends, the Clans have pretty nasty close range configs, just look at these:
Kit Fox S
Nova Prime and S
Viper A
Timber Wolf D and S
