1/20th is what I remember from closed beta (before premium bonus). So if people are getting 5% now, it hasn't changed at all.
It takes 21,500 xp to finish a level of efficiencies with a single variant of a mech. Usually I can achieve that in 3 or 4 hours... But it's only 1075 gxp. Without spending any MC, you would need 200,000 xp to buy the Target Info module (at 10,000gxp), which is equivalent to fully mastering a mech (3 versions with the extra module bonus in master)... And probably takes about 30-40 hours of gameplay with the premium bonus.
Then again, once you get it, you have it unlocked forever. And you only really need to unlock the 3 or 4 you want to be done with module collecting forever.

I think the biggest problem is that we still haven't even got the pilot/specialization/class trees that were mentioned for scouts/offense/defense/commander. I'm guessing these will also have to be unlocked with GXP.

It doesn't feel any different to me. I think it's still 3-5% as always.

pay is down. all my guys have all noted it and are upset with the aditional grinding necessary to buy mecha and parts. it was noticed a few days back, with no mention, making it the first truely sleazy move by pirannah. probably an attempt to sell more heros. i bought one, just before i noticed, making it a win for them. to say i am dissappointed would be an understatement. my response is to ask the coder, sitting next to the chipper "idea" guy who came up with the idea to cut our pay without notice, to pick up his keyboard and bury it to the H key between his eyes, and kick his twitching corpse down the mail chute, would be closer.... that kid is doing your company nothing but harm. i didnt notice it at first, because i was grinding up xp.
i have a couple bucks left in mc and some premium left. if its gonna get sleezy ill ftp this show. but this old closed beta boy thinks the grind was hard enough before some dweeb decided selling hero mechs by lowering pay, without notice, wasnt snake belly sleezy. pull stuff like that and soon your loyal fan base will move on.

It's actually so low that it has put me off throwing any more money at this game. I am all for supporting F2P games but as soon as I smell a greedy fat rat i close my wallet, I did with WOT and am very close to doing it with MWO.
Oh and yes it has been lowered, quite a bit by the look of it, but it may be a bug, am willing to give them the benefit of the doubt as there are a lot of bugs flying about.
