So do regular PPCs have a minimum range still?

They do less damage under 90m...if you can get them to do any damage at all ;)

Yes and I'm pretty sure they always will.

As far as I know, yes. My understanding is that it does reduced damage as a proportion of proximity inside of 90m. Every step closer means less damage.
