To simply function as a 4x version of the standard zoom, rather than the "picture in picture" version until something better can be done with the letterbox, which is borderline unusable.

It'd serve its function very well, snipers generally want to go straight from 1.0x zoom to max zoom in one keypress anyway instead of cycling through them (so keep the hotkey, not adding it onto the existing 1.0/1.5/3.0).

When a more usable solution to the letterbox comes around, we can replace the 4x fullscreen zoom with it, but currently its less accurate than using 3.0 zoom with either standard or heat view on most maps.

I figure this would *probably* be a pretty simple thing to do since the standard zoom is already there.
