While I do not know the answer, however I was under the impression that in TT they were for Lights and certain mediums, and could not be equipped on heavies and assaults?
Or was I dreaming, thought they were scout tools.

There are canon mechs of every weight class that use these equipment.
As an example, The Stalker 3Fb is an Assault mech with a Guardian ECM as stock equipment.
