The best way to do heat would be to allow dual heat sinks to cool their full value, but introduce penalties at various levels of heat. It is totally okay for most mechs to NEVER SHUTDOWN due to heat, but they should be able to suffer partial disability and ammo explosions up until then.
The tabletops set of movement and targeting penalties would be easy to implement in the game in the form of crosshair flicker, speed and t urn rate fluctuations, and non 100 percent heat ammo explosions to balance the buff heating power of true DHS
