I'm thinking your problem is a combonation of your 550ti video card and low clocked cpu. Not much you can do about the cpu short of a full system upgrade. The video card can be upgraded, but I have to ask acouple questions before making a upgrade suggestion. I see you upgraded your video card once already, have you upgraded your power supply? If so, what model PSU did you upgrade to?

I have a geforce 560TI, although my monitor is 1280x1024 and my CPU is a i5 3550 and pretty much any game I play is OK with it including mwo
try a lower screen res and update drivers. I have no Idea if cry engine is capable of taking advantage of quadcores

I would personally start by going through antivirus / anti malware scans [microsoft security essentials, spybot, malwarebytes]
If you have Norton or McAffe, these are very resource heavy applications, consider replacing them with lightweight free alternatives like MSE [I'd say Avast, but it's become *SO* Bloated]
It's a Dull, so if you haven't already go through your add/remove programs with a fine tooth comb and pull all those junk programs out.
Disk cleanup and Defrag.
I also like using Ccleaner to help remove garbage that accumulates in browsers, etc.
go into "my computer" Right click on your C drive and select "Properties" If it is checked, uncheck the box that says "allow files on this hard drive to be indexed" When it prompts you, DO NOT SELECT the one that says "apply to all files and folders" It won't break anything, but the other option does the same thing and doesn't take 900 years to complete]
make sure all your hardware drivers are up to date. Go to the hardware manufacturer [ex: Nvidia makes your gfx card, go to nvidia] manufacturer's don't tend to keep up with drivers, you'll almost always get more advanced drivers from the hardware manufacturer.
When all else fails, find someone you know that knows a boatload about computers, ask them to use a program like teamviewer to remote into your computer and give it a thorough check through. if you dont' know someone like that, go find one and take him out to lunch. Let him order as much of whatever he wants and do not balk at the price. . it's still cheaper than taking your machine to a professional repair site to get ripped off ; )
I could go on and on and on, but that should get you started.

thank you all for the replies.
I have went through add/remove with a fine tooth comb. the graphics card i dont think is the issue because it may be a older card but it has ran games with alot more graphical demand. i did believe it was my processor. i just invested in a new motherboard and a i5 3rd gen processor. maybe that will do the trick. thanks for the replies. really appreciated.

Uh, may I ask what games those are, because currently, I don't know of any game that is more demanding on hardware than MW:O. That GTX550TI is not that great of a card, even when it was new. I know, I have a non-TI GTX560 myself. I put it in my mom's computer for her to play Bejeweled with. That I5 paired with that GTX550TI will only net you around 30 fps at 1080p.

I got it running correctly. and the name of the game that has alot of graphical need was tera and the witcher 2. but i replaced the cpu with a i5 and a new motherboard. also i just recently got the gtx 660 ti super clocked and am now running at 120 fps on low and on very high 68 fps. so its all fine now. thanks for the help.

I think it was a good move to go ahead and get the 660. While the 560 is plenty capable of running MW:O, as your seeing now, your getting alot better performance with the 660 and the I5 together.

I'm glad to hear you got it sorted out, and congrats on the new components ^^
