Because the ONLY way games like this survive is to convince people to spend real money.
Mech bays are a prime mover for that.
Game is free to play, but feel free to spend some money if you like more than 1 mech chassis, or like playing a wide variety of mech types.

4 mech bays for free are absolutly OK. You can store one mech of every weight class. That should be enough free content.
BUT
In combination with the ****** XP system it's actually not OK. If I want to lvl up my Atlas, I have to buy all the chassis and then I got no more room to play other mechs. In my opinion that's the deal breaker we have right now with the mech bays.

As I said, it would be OK if you were not forced to buy mechs you don't want/need.
Now you have 2 options:
1) master your one mech and don't play others
2) play different mechs but always have a disadvantage because you cannot climb up the xp tree
Both are not exactly fun.
