All of us wish we had computers new and powerful enough to run games like MWO with all the "Pretty" turned on, but the reality is that a machine that can run a modern game at even close to full settings costs north of $800.00 U.S. (IMO I would say more like $1,000.00)
I am one of those who has an older machine, I need a new processor, which means a new motherboard, new ram, a new gpu... In otherwords I need to build a new computer. For me at this time that is simply not in the budget. I believe that if I could turn off some of the graphical enhancements (antialiasing, post processing, particle effects ext.) the game would run at an acceptable frame rate, but many of those options cannot be turned off, they can only be turned down.
I would sacrifice a lot of the "Pretty" for a more playable framerate. I would like the option to turn off the graphical enhancements completely (atleast until I can build a new machine) I am not a programmer, so I do not know how complicated it would be to give players the option to turn OFF particle effects, (and I do mean off, not down to low, actually OFF) but a lot of us would love the option.
I have read on the forums about rewriting the user.cfg files and I am comfortable enough with computers to do that but I have been able to get the game to recognize and utilize the custom user.cfg. assistance with that would be appreciated (even if it is just a link to a thread that discusses custom user.cfg files and how to utilize them)
My main purpose in this post however is to call attention to the fact that many of the graphical options can only be turned down, not off. I think a lot of players with older machines would benefit from the ability to turn those graphical options off completely.

While I sympathise with your situation, currently the game is mostly CPU limited and turning the settings down or off only very slightly impacts performance. You seem to have already found your best option in this case, the custom user cfg. I wish you the best of luck getting the game to run : (

Did you try using the Nvidia / AMD (ATI) control panel that's on your system and set it to over-ride application settings? That may help but may also create weird graphic glitches.

I just replaced CPU, GPU, RAM and mainboard on my 6 year old machine for < $500 and that's definitely more than you need for MWO, runs it maxed out at 60 fps (likely more but I have vsync on).
Turning particle effects off would completely negate the impact effects which are the main reason for using some weapons.

new 6 or 8 core cpu = ~$200
new graphic card = ~$200
ddr3 ram, lets say 8gb = ~$80
new MB not sli = ~$130ish
total = $610
And that's using a crappy mb.
