I just played an opponent Paleone who had 80ms ping vs my 40 ms ping. He was hopping and disappearing / reappearing so much it was nearly impossible to target and hit him consistently.
Is this something on my end, his or the server?

Bit of both. Dev's are well aware this is a problem and have said it is their top priority to resolve moving forwards.
Every patch they tweak and try something different to average it out. Fingers crossed they improve it soon, but as its a beta I imagine there will be some patches that make it worse and some better each time.
Until release this is their opportunity to gather data on what each change will affect.

Basically the dev team currently doesn't have a network programmer, so they are winging it as best they can, which as you can see isn't very good.

Yeah, if you have somebody in the battle downloading **** or otherwise driving their latency up you just ping pong around your own screen.
This one here was unplayable, I'll call it the reverse lag shield, worked out fine for him but I kept running into walls from the lag:
