I looked around in the wiki and the only information I've found so far is that heatsinks located in the legs become more effective when your mech is standing in water. Does the location of your heat sinks in relation to the source of heat (weapons) affect how quickly you cool down?

For example if I have a medium laser in my left arm that I am firing will it cool down faster if I put my heatsink in that arm or would I get the same cooldown rate if the heatsink was in a more protected location like a torso section?

Negative, with regard to weapon location a heatsink is a heatsink is a heatsink and where it's mounted makes no difference at all.

No bonus for mounting your heatsinks in the same section as your weapons. No penalty for mounting your heatsinks away from your weapons.

However I believe that I am correct in saying that heatsinks mounted in the legs will have increased heat dissipation when your mech is in the water.

You need at least 10 heatsinks to take a mech into battle.

Ex. A 200 rating engine gives you 8 heatsinks so you would need to add 2 more before you could take that mech into battle.

Another thing to bear in mind is heatsink placement. If you have the crit space available, place your heatsinks in such a manner that you will be able to continue firing your remaining weapons after losing a portion of your mech.
