I currently have the lowest resolution and all graphics turned to LOW with post AA OFF.
I get 20 to 35 fps depending on whats going on or where I am at.
I hear some people rumbling that they actually get better performance with graphics higher than LOW. If this is you, could you please post exactly what you set? I would like to see if I can get better performance.
I have an i7 720Q, Geforce GTX 260m, and 8 gigs of ram. Yes I have a laptop, no it does not overheat. I have a program to control my fan settings and temps only rarely raise above 60 degrees celcius, which is their designed "under load" temp.
I am not expecting to run this game on high graphics, but considering I can run any other game out today on medium or higher, I expect to at least have the game in a playable state.

Probably, graphics card issue. I have i7 2630QM 2GHz, 6GB RAM, Radeon 6770M. Game settings so far are set @ Ultra - PostAA ('cuz it's implemented in a strange way). >25FPS everywhere.
Oh, and it is also a laptop.
So, most likely, the answer is positive.

I have an i3 @3.2Ghz w/ hyperthreading, 8gb of ram, Amd HD 6950
Before patch I could run on Ultra/High with 45 frames average which for this game was very smooth. Now after this patch I am running on medium/high with only 30 frames average.
No idea what this patch did that screwed up my FPS but it sucks. "
Anyone know of a boost for AMD cards?

Just tried it. Had all my settings on low with AA on and resolution of 1280 X 720 changed it after your post to all very high and resolution 1280 X 720 and except for the fact that I see more details the FPS did not change (my first impression was in the snow with a blizzard which is usually heavy duty for my laptop (I'm rolling with a GT 330M, I7 and 6GB ram) FPS between 10 and 30

I'm generally curious, how can one improve performance on subpar machines by increasing the graphic settings?!

I've been playing at 12FpS average on my laptop... I am waiting for Murphy's Tower to arrive so I can see the difference +1.5 MHz will make
