I see in graphics advanced option there is default selected DX9. Are there plans to upgrade the game into DX10/DX11 ?

You might want to use the forum search.
Last time I heard of DX10 and 11 in MWO, they were pretty broke and working at a wallmart. Dunno, they are waiting to get rehabilitated in short. Dunno, PGI is gonna give em a job as soon as those two are actually doing what they are told and working correctly.

Sadly it's not even on the roadmap anymore.
Of course, that really doesn't mean anything with PGI. At some point we're supposed to get DX11.

Why would it have DX10 if DX11 is not only superior but more efficient in every possible way?

Last I checked it was on the road map for an optimistic 2 or 3 weeks from now. Regardless, there's a dev post addressing it in the 'into the lab' thread.
EDIT:
it seems to have disappeared from the roadmap (I'm guessing it's relegated to the 'super-secret stuff' for some reason) but the into the lab thread clarifies it a bit.
From the 'into the lab' thread:
Quote
After integrating CryEngine 3.4 we noted a number of issues with the DX11 implementation that we didn’t feel were acceptable to push out to production. We have worked with our partners to address the key issues, these
have now been resolved and we are enabling DX11 internally for testing. Once it passes QA it will be enabled on production, we appreciate the fans patience while we work to ensure the DX11 renderer is just as stable as the DX9 renderer.
