This is just my opinion on the relative merits of weapons. Refer here for weapon stats:

Tier 1 (Excellent):
Small lasers, Medium lasers, Large lasers, Gauss, UAC5, SRM, SSRM.
Why are they good weapons? Simple. Good damage to weight, good heat to weight ratios, easy to hit with.

Tier 2 (Average):
Medium Pulse Laser, AC20, AC10, AC5, LRM.
Why are they not as good as Tier 1? Not as good damage to weight, heat to weight OR they are more situational in their use. For example, AC20 is more situational use than Gauss due to less range.

Tier 3 (Poor):
Small Pulse Laser, PPC, ER PPC, Large Pulse Laser, ER Large Laser, LB-X10, Flamer, MG.
Why are these bad? Very simple. Terrible damage to weight or heat to weight.

The LB-X10 isn't terible for damage/weight ratio - it's only terrible due to the way the "shotgun" ammo works...

Pretty good list.

One small opinion. On paper, the MPLAS is not as good as the SLAS or MLAS, but I have found in practice, it superior to both. This of course is tied to play style, but I find the short burn time makes for a better weapon.

Yes, MPLAs are useful on some builds and for some playstyles. Some situations include on fast mechs where it is important to take advantage of small windows of opportunity to shoot and scoot. Also, on mechs like the Atlas-RS when you want something better than MLs in the energy slots but don't have enough space/weight for a large laser.

The Tier 2 are not bad weapons, just a bit more situational. They can all easily be Tier 1 in the hands of a player good at using them.

Regarding LBX10, yes, it is Tier 3 due to the shotgun effect. It must be compared to SRM, the other shotgun type weapon. Compared to SRM it is much much worse in damage and heat to weight ratio.
