i found a fix for this issue. go to C:\ProgramData\ right click on folder "Package Cache" and go to properties, and set permissions to "full control" and apply, it changes permissions for the subfolders that Mechwarrior Online is attempting to access and the patcher ran perfectly
Sorry for resurrecting an old thread, but this is the top thread that shows when google searching the issue, so maybe future players will find it like i did, and be able to resolve their issue quickly.
