Dont get me wrong on a good day when the lag isnt bad i have no issues hitting a jenner even with a AC20, but if you are looking for a always will work regardless of ping/lag weapon you are going to need streaks.

Unfortunately I am sometimes experiencing massive lags with ping going up to 400ms as well as frame drops, so it does get tricky and I have to aim where I suspect the light to go through quite ahead of time. Then even if it passes through not all hits will register.
Packing streaks will help out in this situation.

Or you can just use streaks.

If you are getting ambushed by light mechs, figure out where you can place yourself so that you will spot any mech trying to flank you and your team. Never advance without a line of retreat, and keep a lookout at all times for enemies that may be moving in along said line. These are combat basics that most players simply do not exercise, and do not require a team to perform.
#2 Never be too far from a buddy, and never abandon your buddy
This tactic works for me even in PUGs so don't discredit it w/o trying it. It may seem cheap to a light mech pilot being ganged up on, but deep down, they know that is the thrill they are after in the first place. Be as cheap as you can be to kill light pilots, because they can and will tie you up for as long of a period of time as they can. So leg them if they are on the move, or core them if they are sitting still. War is dirty business.
#3 The most important: Keep Calm
Light pilots are the predators of mech pilots, and they sense hesitation and frustration in other pilots, and prey upon it. If you keep your head and use all at your disposal to combat light pilots, you will perform much better. Knowing the capabilities of different light mechs is important as well so that you can move to terrain that will work in your favor.
You have far more than just guns to combat other mechs, so start thinking outside the box and you will surprise yourself and others.

You can also try and wait until the light is coming towards you or moving away, not necessarily directly towards or away but any angle other than across your path at 90degrees is better than nothing... Such angles make hitting a lot easier but also don't come up as often as the near 90degree cross angle so you have to be ready to take what you can get and know that you can hit... Lights spend alot of time circling around because they are not being hit at all... Even though it looks like you are pegging them on your screen, unless you can see the damage being done on the paper doll or on the % you really aren't hitting...
Ever spectate someone and they are shooting behind the light and you are sitting there thinking they can't shoot worth a fubbledeedubble..? On thier screen they are hitting with every shot... What you see on your screen when spectating is the actual position of the light without the lag shield... Use this knowledge to adjust your shots in the future and you will notice that lights will turn tail and run when you are actually hitting them...
Another good thing to do , which in past games has been a huge no-no, is shoot for the legs... A light see's it's leg armor being eaten away and they will think twice about circling you again... You would still have to worry about the hit and run tactics that they will probably employ on you once they know you can shoot but at least you won't have the annoying fly buzzing around your face anymore...
Some good defensive moves are available too, not just offense... If you are too slow to turn and meet the light often enough in your firing arc to get enough hits to make them take off just back up against a wall of some sort... A tall enough obstacle to your rear prevents the light from getting behind you and reduces the angles at which they can attack offering you more advantagous angles to return fire...
Counter rotate... Kick into reverse and turn your torso and legs in the opposite direction and you will see that light pop right into view ahead of you again... Sometimes slowed down and in the middle of their own turn in an attempt to counter your counter... This works very well if you can catch the light heading opposite of your reverse direction... It helps put just a little bit more distance between you and the light and any way you can disrupt that circle is going to help you...
Stick with your lance... This is the most important thing... A light cannot use thier full advantage in a crowd especially a crowd that shoots back... I'm not saying that as soon as a light appears everyone should take off after them (have seen this pull half a team off goal before and spread them thin)... The mechs on your team designed for hitting lights should... The rest need to stay with the current tactic...
Don't ever chase a light that is leading you away from your team... You will be isolated and a much easier target and you might be being led straight into a trap and come face to face with a mech that will make mince meat of you along with the light you were just chasing...
Remember to remain calm... Don't let yourself think things like 'Oh no a jenner (I use jenner here cause a lot of people fear them), I'm dead.', it's a self fulfilling prophecy... Don't always use the same move on them over and over, mix it up... Use a counter turn to bring them back into view and gain distance and time to edge yourself closer to an obstacle that can cover your rear, even if it's another mech... Take your time, take your aim and show that light that lag shield is no match for aiming ahead of your target and when you start hitting, they start running...

Backspinning is another good one, back up and keep turning, when your torso maxes out, keep the mech turning but move the torso to the other side. You may have to switch backing directions but most Jenners have a hard time staying on the back of my Atlas with a stock engine when I do this stuff. And don't count on knockdown, The good Jenner pilots have no problems avoiding running into people if they have to.

Never chase a light mech when it's running away.
LRMs without TAG are almost useless, so don't bother firing them at light mechs if they have a chance to reach any cover.
If you're not equipped as light mech hunter (SSRM2, PL), don't go alone and stick with someone from your team (as you should anyway).
Assault mechs don't chase light mechs, never. Only exception is if it's the last mech alive. Also, assault mechs should never go alone, if you are alone and got a light mech on you...ignore it, target something you can hit and move towards a teammate (don't run in a straight line though).
If you are piloting something slower than 80kph, don't try to run from a light mech. Try to get near a teammate or call for help and fight it.
Your mech can move backwards and turn its torso, make use of that to keep light mechs in front of you by varying your movement or putting your back against a wall.
People of your team should always be aware of the movements and positions of the opponent (check your map and move your torso to check your sides).

the back up keep turning advice is of no use, you can't do it anywhere near fast enough which is why you see just about everybody twisting in the other direction to catch that circcling jenner telepoorting towards you so you fire and find your lasers have hit the ground and he's behind you again.
yeah i hate the exploiting lag shield light mech pilots.

I've finally found a mech that Jenners fear. I'm almost as fast as them, I have a lot more armor, and pulse lasers put more damage on target then their medium lasers when we're playing the circle dance. They can outrun me, but I get several good salvos in their back when it inevitably happens.

Then lasers, sweep behind to the front of where they should be.
Also streaks. My 9M with 3Llas and 3 SSRM2s basically eats lights and mediums.
