Forums are considered internal. Many people consider their use when hey have a problem and need to make a report, or ask for help. Most only register and then never go back, but Twitter, on the other hand, is a public form of communication and a lot more people will paricipate.

Not quite the same, but saw another one that went like this:

Twitter is what you make of it. Don't follow "friends", don't follow "family", don't follow CNN or Fox, and you'll make good use of it. I follow several board game and computer game companies/personalities, and Board Game Geek. It's really a nice information tool if you limit it to feed you just the stuff you care about.

Facebook is another story
