Since some types of boating (streaks for the moment, LRM's other days, lasers when no one can find anything to rage about :) ) cause angsty whinefests but everyone still wants the weapons to be viable, how about this:

Idea: Increase weapon cooldown for each weapon that is the same and is recycling?

example: omg1337h4>< fits four small pulse lasers and two streak SRM2's to his mech. He targets an enemy mech and fires two lasers. Instead of them recycling in 2.25 seconds (as they do currently) they recycle in 2.4 seconds (numbers are examples only, please don't cry about how it's too much/not enough). He then follows up with firing his two streaks and his other two lasers. The streaks get a 3.75 second recycle time (not the same weapon as small pulse lasers) but the second two lasers then take a larger penalty to recycle time (because the first two are still recycling) giving each of them a 3 second recycle.

The actual penalty amounts would have to be considered at length obviously but in this way boats that ripple fire and keep all their weapons on CD or alphastrike constantly would take severe penalties.

Problems:
1. Some canon boats would be ridiculously nerfed with both increased recycle times and the current heat dissipation.

2. Some builds that are legitimate DPS options right now (6xLRM5 on the A1, 4xAC2's on the 4X, etc) would be nerfed and LRM's would almost always go bigger is better.

3. Hit&Run mechs would be reduced to alphastriking once and running or else fitting a mismatched hodge podge of weapons to maximize their dps.

Addendum:
I would actually start the penalties at more than two of a weapon on cooldown. Plenty of decent builds that use two of the same weapon and they shouldn't be nerfed.
