If you don't need a whole new setup, you could just buy the tower internals and get something workable for under $400.

If your pc is really old and you dont want / cant replace everything at once, just try the best graphics card that your system supports. If you have money left over max out ram. That way you can at least get the maximum game performance out of your current system.
When that is not enough, just look for stuff that came out around 2 years ago. Those things should be pretty cheap by now and still be a huge upgrade for you.

You also need an operating system in there, unless you plan on going Linux, which I don't think MWO supports anyways.
Windows 7 Home Premium 64-bit costs $100. I recommend buying it off Amazon if you have prime since there's no tax. Otherwise buy it off Newegg for the free shipping.

Umm... why exactly would you need an operating system in there as he has a computer with a working HDD with what is likely a Windows XP or Vista OS already?

I don't know how you did that without it being illegal. Microsoft keeps track of all the used keys. Unless you never go online with 2 of those 3 computers then they'll get all up in your grill about using a "Genuine Windows Product." That is unless you confirmed the products with each computers' unique Windows key.
Still, I recommend upgrading to 7 because it is a great OS and gives performance boosts in everything, not just gaming. Plus DX11 is very efficient.

I use both PC's online, well the kids use the other the Mrs uses the laptop which initially came with Vista (eww)
The only problem i ran into as you say is it would not activate online, but it did via the automated phone service which asks no questions just for you to enter the CD key and then spits out an authorization code.
Edit: Something i never noticed before, checking the system details tab, all 3 are activated, however the two done over the phone have different product ID numbers (Not serial keys) despite being installed via the same 64 bit WIn7 OEM CD which obviously only has one CD Key.

That's not a unique case. I've had friends take advantage of lazy and/or generous Microsoft customer service reps by calling them and basically asking them for another key to install onto a new/upgraded computer.
