There was no overall best weapon load out before or after ECM. It all depends on the situation.
Each ECM mech has its strengths and weaknesses. We can go into the details if you like.
Keep your 4SP - it'll work just fine.

I am currently looking at using the biggest Standard Engine i can fit in it, then i Maxed out the armor, and added double heat-sinks.
Missile hard points, i went with Streaks. If your a good shot then i would do just Regular SRM's i still may swap to SRM's
Energy 2 Medium Lasers in each arm.
Then fill out with ammo, case, AMS, and if you can fit it Endo Steel and Ferro Fib. Heck if you do reg SRM's you may even want to do Artemis.
This should give you a good well rounded brawler. You could also look at pulling out the medium Lasers and going Large Lasers if you want some Range.

LOLOL !!!
Com'on ! Actually this thread is almost one of the best thread around

I respect this thread, not being another crying whining discussion about ECM and DHS or any other OP stuff cry babies have to discuss on this useless forum

So, staying on topic, the 4SP is a very good config. You need ES structure and possibly DHS. Then keep the standard weaponry.
4ML and 2 SRM6 possibly Artemis are going to be very good. Swap to SRM4s if you have heat issues.
Swap the small laser for a TAG. Keep the standar engine, speed nowaday is no more the most important asset. possibly you will move slow with your Atlas with ECM so nonsense going 80+ KPH. XL would make you durability way lower anyway.
I managed to bring home destroyed HBKs at 10 - 15% left ... not many Mechs can do that

Get an ECM mech if you feel you want to really learn how to use it, otherwise leave that job to someone else in the team...
Oh i forgot.. are you playing in a team or you play ALONE ?

245 engine, 5 medium lasers, DHS, Endo, 2 SRM6 without Artemis then go out and rock them hard.

255XL
2 x ASRM6
2 x SRM Ammo
1 x Tag (If you're good at coordinating with LRM boats, drop for ML if not)
4 x Medium Lasers
1 x AMS
1 x AMS Ammo
16 x DHS
It leaves a bunch of slots empty, so it could probably be improved. That said, it's always worked well for me.

endo steel
double heat sinks x7
4 medium lasers, 2 in both arms,
and 2 srm6s 2 ton of ammo
and AMS with 1x ton
and 240 standard engine
this build is a brute.
works well alone and as part of a lance team.
more videos of the 4SP in play, in my channel.

2x med laser
2x er large laser
2x ssrm2
1 ton ssrm ammo
1x ams
1 ton ams ammo
1x TAG
15 heat sinks
std 200 engine
DHS and endo steel upgrades
This build has 38 firepower, 336 armor, 1.02 heat efficiency, and fills up every crit and weapons slot perfectly. naturally, with ECM the ssrms are useless without a TAG, but if i'm feeling lucky sometimes ill switch it out and throw another med laser on, bringing it to 43 firepower and 0.96 heat efficiency. the er large lasers give it a nice ranged punch, which keeps you alive much longer than the brawler loadout will. i was also experimenting with an er ppc, while keeping the srm6s in, and that build was pretty good too. i was actually trying to get 2 er ppcs in the arms when i got to this build- it seems like thats an impossibility without an xl engine, and there's no way im putting an xl in a hunchback- thats just asking to get cored

This for me has been my exact build but I dropped the fifth MLA in the head for more armor and heat efficiency.
With speed tweak, full throttle gets you 85.5 km/h. It's my favorite mech, I average around 450 dmg per game and usually at least 2 kills.
I love Pomeranians! They are so cute!
*2nd EDIT* My girlfriend likes poms. Also, don't leave your screen up while throwing darts with your girlfriend.*

My build exactly and loving it. Although I have tried trading the head laser for a flamer or one more heat sink. The only problem is the spread on the SRM6. Artemis is not worth it for the 4 tons you lose.

ART is one ton per launcher equipped(only standard LRM/SRMs though), only 2 tons lost.

But the Artemis itself is 2 tons, isn't it? Could someone confirm?
Artemis: The Artemis IV FCS must be mounted in the same location as the launcher it controls, taking up space and weight on a BattleMech like other components. - Sarna.net
It's a add-on to standard launchers, like a laser sight for each.
