Since the last quick patch iv notice that touching another mech causes rubber banding and shuttering. iv tested it out over several matches and found it to only seems to occur when colliding with other mechs. In some cases iv even rubber banded behind a mech when colliding with it head on.
It looks to me to be an issue with mech collisions and dmg.

got legged in my cicada. and every 2 steps i took it forced me 1 step back. also despite not being hit for quite awhile my speed never increased (stayed at 5%-10% instead of ~50%). also got killed without losing engine or a head-shot

It's particular bad tonight. Regular, every second or two and spoiling gameplay during battles. I asked around on my team, and those who responded reported it too (i.e nobody said they were not suffering from it). Although, I don't jump back in time, rather there is a pause and I jump forward and so does everything else.
Wasn't there yesterday or prior to hotfix.
Could it be because it's a weekend? If so, do PGI have enough server capacity?

I had this same problem, but in my Yen Lo Wang.
I had a friend spectating me... and he said I was moving normally with no skipping. He said I was moving at 32kph, but on my screen, my throttle gauge said I was moving at 16kph.
This doesn't appear to be a frame rate issue or lag issue... it is something else. I actually saw it happen to a Raven as well... where he was jumping all over the place, but his ping was fine, and he was legged. I asked me friend if he saw it, and he confirmed that on his screen the Raven was appearing very stuttery.

I run a Jenner and any time i run into another small mech we rubberband till i reverse it.. or sometimes the rubberbanding is so bad it will last till someone dies ( almost like the Mechs are permenatly inter twined and can not free them selves..)

It's definitely an issue when you clip another mech. I also see it when I am spectating a fast-moving mech. I don't know if the two issues are at all related. The rubberbanding from clipping is annoying and definitely disorienting when you're in a slugfest with another mech.

I've had it do it with terrain collisions as well. Almost got motion sickness on Caustic Valley when my mech was stuck rubberbanding for at least 15 seconds, while I was concentrating in the middle of a fight...
