Stagger fired Ballistics. When fired, they will fire at .2 seconds off from each other. Each ballistic shot causes rocking equivalent to it's damage value (which indicates it's muzzle velocity * mass and therefore Force), thereby reducing AC boat hyper-effectiveness.
Large Lasers should've been more efficient in firing time than mediums, like .5 seconds less time to account for being longer range and less heat efficient when used at close range. This gives LLs a good reason to exist on heavier mechs and medium to light mechs, like the raven and Cic, etc.
Or
They could've modified the damage rate to apply 200% of the tick damage for the first shots of lasers, with subsequent ticks dealing the remaining damage.

Firstly, when did AC-boats become hyper effective? And is it enough of a problem to nerf all builds that include any auto-cannons?
Secondly, what are you talking about with LLasers - do you mean they should have a lower cycle-time or cooldown than MLas? How do they become less efficient at short range (are you thinking of PPCs losing damage <90m)? LLs have a reason to exist - range and damage-per-hardpoint, true on smaller chassis you will be making a trade-off due to the high tonnage (choosing between the range of a LLas or the damage of a few MLas) but I think that's fair when you want to put big guns on small mechs.
